Trans UP 3
As of January 2023, Trans UP 1 and Trans UP 2 quests are already done. Keep this in mind. For the Trans UP Quests, you will be needing only the Trans UP 3 quest. A prerequisite of this quest is you must be Level 195. To do this, go to Mitera. Open your map and there will be a Mitera arrow sign (The portal of Mitera is the portal for Shangri-La previously in Rising A9). Talk to Deddy. Start the Lost Refugee quest.
If you are not already familiar with questing, I suggest you look at the Quest Tab and you will find that most if not all of the information you will be needing for the quest is there.
Tip: If you do not know where to find a specific monster in a specific map, there is now a "Monster" Option in the Map UI. Click on the name of the Monster you wish to find, and red circles where they spawn will appear in the Map.
Once you have satisfied the quest requirements, deliver it to NPC Clerk's Body.
At the same NPC, start the quest "Traces Left".
The quest will be killing Dr. Labo in the Karon's Fire Pot Dungeon. This can be run solo but beware of the difficulty of course. To run solo, just create a Party. You do not need to invite anyone else. After you have killed the Final Boss, deliver the quest to Muvan (NPC in Mitera).
Talk to the same NPC for the "Purification" Quest.
This quest requires you to go to Shangri-La. Ardeca -> Arcadia -> Shangri-La. Any type of Contaminated Priest will do.

After the quest is completed, pass it to Elin NPC in Mitera. Next, accept the quest "Awakened Will" at Elin again. You will be getting a blue buff (Siege's Blessing) in your inventory. Use it then talk to Elin NPC to finish your Trans UP 3 Quest.
The one-meister skill tree system
Finally! The one-meister skill tree system is here. In a nutshell, this system restricts you from having all the Meister and Grand Meister skills. But in return, they allow you to master the skills in your specialization to greater heights. Choosing a Meister Tree will allow you to upgrade certain skills by up to an additional of 5 levels. Let's take a look at the Segnale Meister Trees.

Segnales have the Healing Hands and the Crimson Empress to choose from. From the names themselves, the Healing Hands Meister Tree will allow you to get only the specific Meister and Grand Meister skills that belong to this specialization (i.e. Skills related to Healing). Let's see what choosing the Crimson Empress tree has done to certain skills.

The Blood tab on the left (A30+) now has skills which are 5 levels greater than before compared to what was in Rising (A9). Different classes will have different specializations which will focus on different skills.
How to get the Meister and Grand Meister Skills
To get the Meister skills, you must first choose your tree. To do this, talk to Meister Gniar (in Mitera) and select the "Requirements of Meister" quest. Note: If you want to learn about the Meister Tree system first, what is best for your class etc. You may do so. You can farm the Gniar Scrolls first, then decide later. However, to use the skill books, you need to finish the quest.
Follow the quest requirements to completion. This quest has interesting requirements. You will be killing monsters but only with certain skills. This should also give you the idea which skills will be stronger once you unlock the Meister Tree you chose.
There are three steps in unlocking the Meister. They are unlocked at 170, 170 and 180. Feel free to start on them as you want.
NPC Desacato (beside Gniar in Mitera) holds the exchange box for the Skill Books.
Talk to the NPC and select the third option. This Shop UI should open.
All the scrolls can only be bought via Gniar's Stolen Scroll. Each book with increasing number of required Gniar's Stolen Scroll. This scroll drops only in Mitera, but it can drop from any monster in this map.
To Unlock the Grand Meister Skills:
Upgrading GM books will be the same mechanics.
Attribute Skills
As you level up from 201 and up, you start getting Attribute Points. These are used on the Attribute Skills. These are passive skills which give great stats to your character. These skills DO NOT require skill books. As long as you gain an attribute point you may unlock the skills by leveling them up. Unlocking will cost an attribute point as well as leveling them up once unlocked.
For example, the purple skill above increases Magic Attack while the blue-white skill above increases Cancel Abnormal Condition Resistance. These may vary from one class to another. Feel free to go crazy on the build!
Life Skills
These skills are various "life improvement" skills. The first one is Fishing Mastery, and it works similar as before. Get this from any Fisher NPC. The second one is the Consignment Shop. These allow you to "leave" 3 items at the agency for selling. This means that you do not need to be online to keep selling items. Get this from any Middleman NPC. The last is the Boarding Mastery. This allows you to use Mounts while in Trans-Up which was not possible before. Get this from the Stable Keeper NPC.
