PENALTIES
- Match Count
  - Number of matches must be at least 35% of the average match count of top players.
  - N% Penalty increases the farther away from the average # of matches character is
- SR Decay (72 hours)
  - Colosseum SR will start increasingly decaying if less than 20 matches are played in the past 72 hours.
  - Decay will continue to increase if not close to the average
